This happens to me, too, and AFAIK I don not have any networking
problems:

ping 193.219.149.119

PING 193.219.149.119 (193.219.149.119) 56(84) bytes of data.

From 193.219.95.38 icmp_seq=5 Packet filtered

6 packets transmitted, 0 received, +4 errors, 100% packet loss, time
5005ms


I think the target host is redirecting/filtering/whatever. However, your
machine is not the problem.
