Thinking that it might be a problem with tar, I've downloaded its
source, compiled and installed, but get the same error. Any other ideas
on how to resolve this and get apt working again?

It might be just me, but it looks like the problem is not in tar, but in gzip; Assuming that's indeed the problem, maybe you could try to reinstall gzip - or compile it from source
