It was announced on the devel-announce list (linux.debian.announce.devel
if you read the list via Usenet, like me).  I think that anyone using
unstable or testing should be reading that list.  Perhaps this should be
pointed out in http://www.debian.org/releases/.  I'll raise a bug report.
