the problem is in glibc source, iso-4217.def needs to be updated to
include New Turkish Lira code (TRY)

just remove tr_TR line(s) from /etc/locale.gen or
modify /usr/share/i18/locales/tr_TR to use old currency code (TRL).

then, apt-get -f install should work
