On my server it works as intended. I'm half-tempted to file a bug for this (and probably will if I cannot resolve it with a bit more research).Although I haven't tested it in about a month, it was certainly working well for me when I had several kernels that I was trying to select during some debugging (debian and home compiled). Perhaps posting your menu.lst might help.
I think if there is a `default' line at the top of the file, any savedefault lines are ignored.
