That sounds like something being repeated in /etc/bashrc or /etc/profile
or something like that ... i.e. when the shell session launches

Are you sure they're identical in terms of file permissions?  In
particular, ~/.ssh/authorized_keys has to be 600, otherwise it is
ignored.
