The initrd was created when make-kpkg created the .deb file and installed when I did the dpkg install. I ended up solving it by doing the kernel without using the debian tools and installing it my self. I configured and installed it the way I've always done. It is now working. Now to get the driver going for my video card and figure out how to get a virtual mail server going for imap so I can receive system messages. Those are different problems to solve. This one with the kernel is solved.
