I didn't have time to read all of the message in detail: there might be 
clever ways to cross-connect two instances of dnsmasq over a VPN, but it 
takes some thinking about.

As far as DHCP option 119 goes, there _is_ support for that in recent 
verions of dnsmasq and in the Debian version of dhcpcd. So moving to 
dhcpcd as DHCP client might be all you need.
