3Com TXNM Fast Etherlink XL PCI card performing at 10 rather than 100Mb.

I put a 3Com TXNM Fast Etherlink XL PCI network card, labelled as
10/100, in my Debian unstable system.  At boot the 3c59x driver was
selected for it.  The card is running at 10Mb/s rather than 100 -- how
do I fix this?
