And to verify the syntax I logged in webmin locally and used the
interface, still no joy.

Do you by any chance have two allow statements in miniserv.conf? The
latter would override the former?
Do you have a sysntax error in the allow statement?
Is there a firewall/proxy server between you and the webmin server?
