Try tomsrtbt (http://www.toms.net/rb/). It contains fdisk and mkdosfs so
you can create your windows/FAT partition, doesn't have reiser tools,
but I imagine you can do that part at install time. If anyone knows of a
boot floppy that contains cfdisk instead, I would be interested to hear
it.
