UTF-8 or latin1 garbage on console

Dear friends of the free speech,
I run debian unstable for quite some time now without any problems.
but lately I must have incidently installed some package that troubles
all my terminals (no matter whether X or console).
For some files latin1 special characters are displayed as crude 2-byte
codes consisting of special characters themslves. I already found out,
that this is an UTF-8 artefact and tried swithing the encoding to UTF-8
completely.
but this makes older latin1 files misbehave in a similar way...
how to solve this problem?
