It's an alternative setting (just like desktop-background is):

# update-alternatives --config desktop-splash

There are 4 alternatives which provide `desktop-splash'.

  Selection    Alternative
-----------------------------------------------
 +    1        /usr/share/images/desktop-base/Splash-debblue.png
      2        /usr/share/images/desktop-base/Splash-Debian.png
*     3        /usr/share/images/desktop-base/Splash-Debian_red.png
      4        /usr/share/pixmaps/splash/gnome-splash.png

Press enter to keep the default[*], or type selection number:
