ftp site doesn't work

Hi, I want to download some docs ( ps or pdf format)  from the site 
http://ftp.debian.org/debian/doc/manuals
it doesn't work. 

the 

http://www.debian.org/doc/manuals/ is correct

while 
http://ftp.debian.org/doc/manuals/ is forbiden
