Customers who don't care that their ISP doesn't care - the same customers
whose infected systems are the source of much of the spam.
Do you think a customer who doesn't care enough to secure their own
system(s) is going to care how vigorous their ISP is about dealing with
abuse? They care about two things - connection speed and price.
