I have an ext3 root and no initrd. Found make-kpkg frustrating
though, I will say that. Could only get it to work with the
--initrd flag, and it kept ignoring my .config .. The symptoms
were exactly as you described.
What happens if you try it the "hard way":
make menuconfig (just to verify things)
make bzImage modules modules_install
cp vmlinux /
cp System.map /
lilo
reboot
