build it from source, it doesn't REALLY need emacs.
apt-get install devscripts
apt-get source a2ps
cd a2ps-4.13b
vi debian/control
# remove refs to emacs!
vi debian/rules
# remove every line which mentions emacs!
rm debian/emacs*
debuild -b
cd ..
dpkg -i a2ps_4.13b-4.1_i386.deb
it worked for me!
admittedly this is a PITA but what can you do?
