Yes, it does! (if the mirror is complete, and it is done correctly)

works (although you should keep in mind that right now, Sarge is not yet
officially supported by the security team)

This server does have sarge directories (with testing symlinked to
them). Try

deb ftp://ftp.iitm.ac.in/debian/ sarge main

You did run apt-get update after the changes to your sources.list, did
you?
