If you're running GNOME or xfce4 (and probably KDE somehow too) then
you're running an xsettings manager.

You just need to go into keyboard settings and set the keyboard map to
Emacs in xfce4 for instance.  In Gnome you want to run
gnome-keybinding-properties (or get to it through the menus somehow).

I imagine there's a way to do this in KDE too.
