The only time I've experienced anything like this, it was due to video card
misconfiguration. I think this happened when I was running at too high a
color depth for the resolution and refresh rate I was using. Once I backed
it down, the problem went away. Of course, my problem wasn't triggered by
web pages that I could tell, but some windows appeared normal, and some had
lines throughout.
