Um, I suspect you've got something configured weird .  While it's
important to remember that glxgears is not a good way to predict 3D
performance in any real app, I typically do a lot better than that,
e.g.:

stax:~-712> glxgears
17748 frames in 5.0 seconds = 3549.600 FPS
20368 frames in 5.0 seconds = 4073.600 FPS
20381 frames in 5.0 seconds = 4076.200 FPS
20452 frames in 5.0 seconds = 4090.400 FPS
19829 frames in 5.0 seconds = 3965.800 FPS
