Type 'glxinfo'. If there is a line with this:
direct rendering: Yes
(3rd line usually) then you have hardware accelleration enabled.

Not sure. I have hardware acceleration and a heavy card (GF4), but it
never goes faster than 200 FPS (standard window size). No idea what to do
about it (hints?) but tuxracer works fine :)
