Not a wise idea, anyway on GDM you can configure it, probably is the
same with KDM. Never used KDM myself, so you should check KDM
documentation.

Debian default install makes no differences about runlevels, anyway
you can modify (remove) the symlink that start your display manager
from the /etc/rcX.d runlevel or your choice ...

Again, you can do this with GDM, so probably is the same with KDM...
