I wonder if the issue is similiar to what a branch of the American I.R.S. had
earlier this week, which was discussed on comp.mail.misc. Thread on Google;

His problem seems to be caused by the major ISPs recently implementing
Greylisting, causing a backup que when sending large volumes outbound.
