Perhaps strace the apt-get process...


And check /etc/apt/preferences for the "Pin-Priority" of the
distributions.  I had the same problem for months.  About two weeks
ago, and a certain Martin J. Hillyer suggested this.

changing the 'pin-priority' from 99 to 101 seems to have sorted it, now have 400 or so MB of updates to download...
