Have a look for:
fspanel, fbpanel, matchbox-panel, perlpanel
for the panel (you coud perhaps scavenge the panel from xfce too)

docker
for the system tray (it's not an easy piece, it seems the DE developpers haven't agreed on a standard by now)

deskmenu, mmenu, flin, gtk-menu, zwmenu, perlpanel
for some menus.
I found those using "apt-cache search <keyword>", you can find more information on a package using "apt-cache show <package>"
For some icons, you could use ROX-Filer.
gdesklets gives you some functionalities (system-tray, sone kind of panels) and a bit of eye-candy.

If you want a lightweight wm with a menu, a pager, and like to twiddle some configurations, try fvwm: the standard debian configuration is ugly, but you can get some real nice look (have a look here: http://www.lynucs.org/?fvwm). It got very far since the last time I checked it. It comes with a lot of modules you can use if you want them or put away if you want it really lightweight. I just haven't found the way to get docker working correctly with.
