You got answers about jigdo in the other mails. If jigdo is not what you want
cause you would like to modify the installer or include unoffical packages
you've to use debian-cd to master your own set of CDs.

Well there is a debian-cd mailinglist but in most cases it should be easy
to read through the README and the scripts of the debian-cd package to get
started.
