Right. I see that Oliver beat me to the reply. It looks as though /dev/hd* by default have group ownership set to the 'disk' group.

If you know a particular utility by name that you have used elsewhere, you can either you the web interface [1], or install the apt-file package. Then:
$ apt-file search [file]

Will list packages in which a utility (well, file) of that name exists.
