Not necessarily:
|fernst@live:~$ dpkg -l base-config | tail -1
|pn  base-config    <none>         (no description available)
|fernst@live:~$ apt-cache show base-config | tail -4
| It can be removed with no ill effects -- now that your Debian system is
| installed, this package's only useful function is to allow you to
| reconfigure some of the things it asked you about earlier.

If you want to keep it you'll have to wait for 2.32.
