Weird Scroll on Emacs Bug

Hello.

Im using Debian Sarge & Emacs 21.3.1 
the emacs variable scroll-down-aggressively does not work as indicated ,
well, it works only in text mode.

I have the following line in my .emacs:

(setq scroll-down-aggressively .00000001)

This means that the point is always at the last line of the buffer when
text is added.
But when I enter emacs in X, the pointer always remember the position of
the line and this line is always at the center
of the buffer.

I have tried to change the value of some other variables like  
 
 '(scroll-conservatively 0)
 '(scroll-down-aggressively t)
 '(scroll-preserve-screen-position nil)
 '(scroll-step 1)

And nothing happens.

Do you think I have found a Bug?

Please Help me with this problem.
