Hmm... I don't know about alien... think I may have heard of it, but
have never actually tried to use it. I just tried to install using
rpm -i

Here's a snip from my superuser session...
gandalf:/home/frodo/Downloads# rpm -i seplib-local-6.0-1.i386.rpm
error: cannot open Packages index using db3 - No such file or
directory (2)
error: cannot open Packages database in /var/lib/rpm
Not sure why there is no Packages database....
