I've never seen an option for saving or deleting the .deb after
installation... maybe I have my question level set too hight.

I do know though you can run "apt-get autoclean" or "apt-get clean" to
trim the size of /var/cache/apt. Autoclean gets rid of old packages that
are outdated and/or no longer installed. Clean will delete all archived
.debs.

With a /var/cache/apt of 1.4GB it sounds like you've either been keeping
track of several different releases at the same time or haven't done any
cleaning since your last dist-upgrade.
