You say "ssh config files", which sounds like /etc/ssh/ssh_config, which
is the client configuration. Have you checked /etc/ssh/sshd_config?
Also, try with 'ssh -1' and 'ssh -2' to see if the OpenSSH client does
the same; add more -v options for more verbosity.
