The last of the empire is handing out knighthoods like lollipops these days. It's just an expression of ultimate friendship between Britain and the only thing stopping her from disappearing into the anonymity of the EU.
If a junkie like Jagger can get one, why not the number one Dept. of Homeland Securitys' number one arse licker, in his desperate attempt to survive also.
Perhaps there is some sort of psychological identification procedure being undertaken here.
