Hi Jasmine,
according to:
dpkg -S URI|grep foreign
this file is in the  package: liburi-perl
this file or partition it is on may be damaged or corrupted.
try:
apt-get install --reinstall liburi-perl
or you may need to do this, if apt-get doesnt work.

dpkg -i /var/cache/apt/archive/liburi-per.........(fill in version)

if this doesnt work,
give more details.
