Apache Problems

Some time ago I set up Apache with PHP and user home dir, this was
working fine up until a while ago. I think I did a apt-get upgrade that
broke it.

Now I can't open any php file and access any user home dirs eg
http://localhost/~james

I've had a look through /etc/apache and see that there are some new
files, well I think they are new.

httpd.conf.old
modules.conf

httpd.conf as been replaced and the old one moved to httpd.conf.old
After looking through httpd.conf it looks like that the module setting
have been moved out to modules.conf

I have tried starting apache with the httpd.conf.old but it still isn't
working. Any one have any ideas? I'm really stuck.
