Kernel 2.4.23 (at least the version from kernel.org) has security
problems. Maybe you should upgrade to 2.4.24.

If you don't want to use the other kernel anymore, yes. However make
sure that the new kernel really works. You could get a problem if you
use a USB keyboard and for some reason have to boot with the old
kernel.
