Got over their licensing issues a long time ago.  Looking in
/usr/share/doc/kdebase-bin/copyright, the various bits of KDE are
under differing DFSG-free licenses.

I haven't noticed it being particularly worse than Gtk/GNOME.  (Of
course, freely using both environments together kind of sucks on the
memory front, too.)
