The kernel can only load modules AFTER mounting the root partition.
If you want to mount it as ext3 the kernel as to have it inside!

I'd advise compiling the kernel by yourself. Google for howto's...
there are many through out the web!
As far as I know there's no debian package with kernel image
containing ext3.
