As I had suspected, the error persists.

I thus argue that make-kpkg gives the user a false impression of
what is possible. MODULE_LOC is included in the manpage, but nowhere
is there a hint about having to be root when using make-kpkg to
build module DEBs.

I wouldn't mind having this fixed in make-kpkg, but if all I get is
an amendment in the manpage, so it be...

I get this during modules-image build as a normal user, having given
--rootcmd fakeroot as well as having tried to simply invoke
make-kpkg as a child of fakeroot:
