When I first wanted a local archive, I used apt-move. It moves the packages
from /var/cache/apt (where they're normally downloaded) into an old-style
Debian package archive. I used it for about a year and a half, and I loved
it.

The advantage is that you download only the packages you want/need, and you
only download them once. apt-move takes care of sorting the packages into
directories and making index files.

When I wanted a more complete archive, I just blew away my apt-move
hierarchy and started from scratch (the directory layout is different now).
