I'm not entirely sure what you're asking, but VNC servers have a web server natively built into them. So using any Java-enabled browser, you can connect and control any computer running a VNC server by pointing your browser to the IP address of the computer, followed by a colon, followed by the port number that the VNC server is listening on, which should be 5800 + the number of the display, as in:
   http://haimspc:5800
