No, this is not what I'm looking for. I just want to be able to look
at the mail queue, with mailq (and adding me to trusted_users has no
effect for this operation).
With exim 3, this could be done by setting queue_list_requires_admin
to false:
# If this next line is uncommented, any user can see the mail queue
# by using the mailq command or exim -bp.
queue_list_requires_admin = false
