still access denied

I get access denied when I try to make a folder from my win2000 machine
on my Debian user folder

Last time there was a confusion so let me say that rephrased again:

Only when I access the Debian machine over the local network from a
win2000 I can read but have no writing privileges.

On WIN2000 folders with no write access are light colored
But I have no write access on light and dark colored files and folders.
I am using Samba to network
I have set chmod on public_html to 40777

\\Rebel\tamer\public_html

Rebel is my Debian box
tamer is my user name and a folder in /home/tamer/
public_html is my web folder in /home/tamer/public_html

Now when I access my Debian from my win2000 box via
\\Rebel\tamer\
I get to see what is actually in /home/tamer/ but I can't
create any folders in there only see what is in there.
