Not true!

I had the same issue on a optical mouse, on a completely black mouse
mat, no gpm installed at all.

If this is an optical mouse, either change mouse mat to a non solid or
more multicolour pad or run it on a non coloured or non reflective
surface.

If the surface it's on is shiny.reflective or solid it, confuses the
sensor.
