First, apt-get install aptitude.
Run aptitude.
Highlight "Not Installed Packages".  Hit the Plus key.
Hit "G".

Some things conflict with one another, so some things will
unselect themselves automatically.

I do this with a local partial mirror of (currently) 414 mb of debs.
It takes about 30 minutes to install that much debs.
