dpkg -S inittab | grep sysvinit
sysvinit: /usr/share/sysvinit/inittab
sysvinit: /usr/share/sysvinit/inittab.s390
sysvinit: /usr/share/man/man5/inittab.5.gz

The postinst script for sysvinit (/var/lib/dpkg/info/sysvinit.postinst)
copies in the appropriate inittab for the architecture.  Because
/etc/inittab itself is not in the supplied package, "dpkg -S
/etc/inittab" will not reveal it.
