Did you ever get this fixed?
I came across a similar issue upgrading to a
customized 2.4.22 on a laptop with a PCMCIA modem.
The problem was fixed by recompiling with CONFIG_ISA=y
added back in - not quite sure why this worked, but it
did; I only decided that this was the the most likely
option by comparing a number of versions of the kernel
I'd built...
