Umm, no. That means you're still capable of doing nasty things to your system. It's much better to use "su" or "sudo" to do root-type things, or if we're still talking about rebooting/shutdowns from the GUI login manager (gdm, kdm, etc), to configure that login manager to allow non-root access to these functions.
