Problem with patched 2.4.20 kernel

After making one modification (not at all relevant) to an existing
kernel, it will not compile, giving this message:

net/network.o(.text+0xd147): In function `rtnetlink_rcv':
: undefined reference to `rtnetlink_rcv_skb'
make: *** [vmlinux] Error 1

I cannot find an appropriate reference in the config file.  Where
should I start looking?
